First responders are the trained professionals who arrive first at the scene of an emergency. This includes police officers, firefighters, EMTs, and paramedics. Depending on the situation, others like 911 dispatchers, search and rescue teams, HAZMAT units, ER staff, and disaster response teams (like FEMA or the Red Cross) may also be involved. In some cases, military personnel, public health officials, and utility workers are considered first responders as well, especially during large-scale emergencies.
